Briefing Session on CIIF 18th Batch Application

The Briefing Session on CIIF 18th Batch Application was hold at the Hong Kong Central Library on 6 May 2011. More than 220 interested applicants fully occupied the Lecture Theatre. The enriched contents shared by guests and the questions actively raised by participants inspired the floor to further consider and discuss how to build safe and friendly community networks, and also enhanced our awareness of the CIIF's assessment rules and how to effectively build up social capital.

The CIIF would like to extend gratitude to key collaborators and departments, including the Social Welfare Department, the Housing Department, the Hong Kong Housing Society and the St. John Ambulance Brigade, for the attendance of their representatives and also for their concerted efforts on implementing the "House Captain Projects".

Outlines of CIIF Concept and Theme for the 18th Batch Application: Building Safe and Friendly Community Networks

Ms. Winnie Ying, Secretary General of the CIIF Secretariat briefed on the basic concepts and strategies of social capital, outlined the theme and focuses for the current round of application, and concluded the achievements of past CIIF-funded "House Captain Projects".

Macro Perspective – Towards a new milestone of "House Captain Projects" in the context of Building Safe and Friendly Community

Dr. Lam Ching-choi, Chief Executive Officer of the Haven of Hope Christian Service and SC.Net Founding Member shared the general trend and meaning of Building Safe and Friendly Community as follows:

1. Inspiration from"Safe and Friendly Community Networks"and"Safety and Healthy City";

2. Impact arising from social changes, understanding the attributes of "House Captains" and the social capital element involved; and

3. Enhanced version and development directions of "House Captain Projects".

Sharing on Practical Experience:
Implementation Strategy of "House Captain Projects"

Opportunities and Challenges of "House Captain Projects"

Ms. Mable Kwok, Senior Manageress of the Aberdeen Kai-fong Welfare Association Social Service Centre and SC.Net member briefly shared the five major parts of implementing "House Captain Projects" as follows:

1. Development process of "House Captain Projects": features and how to address community needs;

2. Implementation mode and strategy, organizational structure of volunteers and house captain under "House Captain Projects"

3. Tips for networking partnership;

4. Sustainable development; and

5. Outcomes measurement.

Safe, Friendly Community and Estate Management

Mr. Lo Wing-bun, (retired) Senior Housing Manager of the Housing Department and SC.Net member , based on his personal experience in "House Captain Project", shared the success and benefits reaped as follows:

1. How to integrate the element of safe and friendly community into estate management so as to achieve a win-win outcomes;

2. Important role played by the Housing Department in implementing "House Captain Projects"; and

3. Small tips for collaborative partnership forged between welfare agencies and the Housing Department.

How to effectively mobilise the participation of residents?

Mr. Steven Chan, Advisor to the Southern District Caring Volunteers Group and SC.Net member (upper left) shared his experience in ice-breaking, maintaining and sustaining the residents'participation in the community.

Briefing on Application Conditions and Procedures, Funding Mechanism, Assessment Criteria and Assessment Framework

At last, Ms. Winnie Ying and Mr. Brian Wong, Secretary General and Assistant Secretary General (Project Management) of the CIIF Secretariat respectively outlined the application conditions and procedures for CIIF fund, funding mechanism, all 11 assessment criteria in four aspects, and the three-tier assessment framework. They also reminded interested applicants to check properly all the necessary documents and relevant proofs attached before submitting their applications.
