1.

Introduction
Social capital is essential for the economic prosperity and sustainable development of a society. It helps build a caring society of mutual trust and solidarity, and enhances mutual support among individuals, families and organisations so that our community can grow from strengthen to strength.

To accord recognition to individuals, corporates/organisations who have contributed to the development of social capital in Hong Kong, the Community Investment and Inclusion Fund (CIIF) of the Labour and Welfare Bureau has organised the biennial SCB Awards since 2012. The Awards provide an opportunity for various sectors of the community to witness and share the achievements in building social capital in Hong Kong.

Objectives
To encourage individuals and corporates/organisations to fulfill social responsibility by promoting social capital.
To recognise individuals and corporates/organisations who have contributed to the development of social capital in Hong Kong.
To facilitate cross-sectoral collaboration and participation in building social capital in Hong Kong.

Eligibility Criteria
Commercial entities registered with the Certificates of Incorporation, and organisations in public and private sectors, such as government departments, statutory bodies, chambers of commerce, professional bodies, educational bodies, universities or tertiary educational institutions, medical institutions, social service organisations etc.

Six Core Social Capital Dimensions and Awards Categories
The following six core social capital dimensions will be adopted by CIIF to assess the achievements made by applicants:


There are three categories of the Awards: Social Capital Builder Logo Awards, Outstanding Social Capital Partnership Awards and Outstanding Social Capital Project Awards.

Award Category Eligibility Criteria and Application Process Assessment Criteria
I. Social Capital Builder (SCB) Logo Awards
  • Open to all registered corporates and organisations in Hong Kong.
  • Fill in an assessment form which covers six core social capital dimensions. Corporate/ organisation should report their achievements in building social capital in Hong Kong in 2016-2018.

To meet the basic requirements for the SCB Logo Award, corporate/ organisation must have achieved “Fair Development” in at least four of the six core social capital dimensions.

II. Outstanding Social Capital Partnership Awards:
• Outstanding Social Capital Partnership Awards (Corporate)
• Outstanding Social Capital Partnership Awards (Individual)
  • Open to all Individuals and corporates/ organisations who participated in CIIF-funded projects in 2016-2018.
  • All eligible individuals, corporates/ organisations must be nominated by CIIF-funded project teams. Interested individuals and corporates/organisations should contact their respective CIIF-funded project teams for details.

To recognise individuals and corporates/organisations who have demonstrated excellent performance in promoting CIIF-funded projects/ have encouraged staff to participate in CIIF-funded projects through the effective use of expertise and network advantages, and played a key role in achieving social capital outcomes.

III. Outstanding Social Capital Project Awards
  • Open to all CIIF-funded projects implemented in 2016-2018.
  • CIIF-funded project teams can submit self-nominations. Interested project teams please contact the CIIF Secretariat.

To accord outstanding CIIF-funded projects which have achieved outstanding results in items (a) to (f) below, contributing to the sustainable development of the social capital outcomes.

(a) Social Networks:Effectively build sustainable cross-sectoral mutual support network of reciprocity, to promote a closely knitted relationship among community groups and organisations of different backgrounds so as to empower the community.

(b) Innovative Strategy:New intervention approaches and models to build social capital to meet the community needs.

(c) Effective Promotion:Effectively promote social capital concept, enhance public awareness and recognition of the development of social capital.

(d) Succession of Knowledge:Utilise the experiences, strategies and models of social capital development for future reference by effectively summarising the key factors of success and verifying the effectiveness of the project.

(e) Mainstreaming and Integration:Further deepen the social capital development by integrating the concept and strategies of social capital building into mainstream services and/or at corporate/ organisation cultural level.

(f) Sustainable Development:The social capital outcomes built by the funded projects are sustainable after the end of funding periods.

Assessment Procedures
Assessment of the above three awards categories will be carried out in two phases:

  • (i) The preliminary assessment will be conducted by the Hong Kong Productivity Council, the implementation organisation of SCB Awards 2018.
  • (ii) In the second phase, the list of Social Capital Builder Logo Awards recipients will be submitted to the CIIF Committee for endorsement. For Outstanding Social Capital Partnership Awards and Outstanding Social Capital Project Awards, short-listed individuals / corporates / organisations / project teams will be invited for a presentation at the Adjudication Meeting for final assessment.
