Hong Kong is facing many complex social issues in areas such as ageing population, mental health, family, youth matters, etc. The speakers will explore with us how reciprocity works between the conventional way of social service provision and social capital building to address the social issues and discuss the advantages, limitations and key elements involved, with the aim of jointly building up a better community. |

![]() Dr. LAW Chi-kwong, GBS, JP |
Between 1981 and 2017, Dr. LAW Chi-kwong taught in the Department of Social Work (later renamed Department of Social Work and Social Administration) of the University of Hong Kong. He was the Head of the Department from 1993 to 1997 and was associate professor before he joined the Government. Dr Law was a Member of the Legislative Council from 1995 to 1997 and from 1998 to 2004. He also held a number of public offices, including Chairman of the Community Care Fund Task Force, member of the Commission on Poverty, member of the Commission on Strategic Development and member of the Statistics Advisory Board.

Dr. LAM Ching-choi is a specialist in paediatric and community medicine and is now the Chief Executive Officer of Haven of Hope Christian Service. He is a non-official member of the Executive Council of the HKSAR, and the Chairman of the Elderly Commission. He is also a founding member of SC.Net, and he has committed himself to deepening the development of social capital.

Mr. CHUA Hoi-wai is the Chief Executive of the Hong Kong Council of Social Service (HKCSS), which represents over 460 non-governmental social service organisations. The HKCSS aims at building a socially sustainable society through enhancing social services and policies development and promoting cross-sectoral collaboration.

Ms. May CHAN Suk-mei had been the Director of News & Public Affairs, Hong Kong Commercial Broadcasting Co. Ltd since 1989 and is the Special Advisor to the Chairman of the Hong Kong Commercial Broadcasting Co., Ltd since 2017. She is currently the host of the Hong Kong Commercial Radio’s two insightful public affairs programmes: “Saturday Forum” and “Beautiful Sunday”, which interview senior government officials and celebrities on political, economic and social issues. Ms. CHAN serves various statutory bodies of the HKSAR Government. She is currently a member of the Family Council and a SC.Net member of CIIF.
