“In Love with Town, Filming from Heart” Youth Photo and Short Video Competition
A simple act of offering others help may also create powerful impacts, rippling through from between individuals to the community and culminating to make possible a network of mutual help, mutual trust and reciprocity. This is known as social capital.
Young people are change-makers to promote community development, bringing in new elements to society and carrying on precious social capital. With the support of the Education Bureau (EDB), Community Investment and Inclusion Fund (CIIF) is pleased to organise the “In Love with Town, Filming from Heart” Youth Photo and Short Video Competition. Young people are invited to showcase their flair and creativity by bringing to the general public delicate and touching stories in the community with photos or short videos, hopefully fostering a caring spirit in the community.

Assessment and Awards:
The judging panel comprises representatives from the Government, the Community Investment and Inclusion Fund Committee, SC.Net member Ms Linda Choy (Corporate Affairs & Branding Director, MTR Corporation Ltd) and renowned local film director Ms Oliver Chan Siu Kuen. Selection of finalists will be made basing on the following criteria:

Awards presentation ceremony and exhibition of entries:
- The champion entries of the Photo Competition will be published in advertisements to be placed in MTR stations, and the merited entries will be displayed on the CIIF’s website and social media platforms.
- The award presentation ceremony is tentatively scheduled to be held at the Hong Kong Convention and Exhibition Centre on 14 December 2022. Details will be announced in due course.

Competition Terms and Conditions
- Participants must be full-time students studying at registered tertiary institutions or secondary schools in Hong Kong. The personal information provided by the participants must be true and correct. Winners will be required to provide their Hong Kong identity card, student identity card or other valid documents to the organiser for identity verification purpose.
- Participants may submit one entry for each competition category (i.e. photo or short video) and participate in one or both of the competition categories.
- Photo category participants must submit their entry in JPEG or TIFF format with a file size not exceeding 10 megabytes and a resolution of not less than 5 megapixels. Short video entries must be within 3 minutes in length saved in MP4, WMV, MOV or AVI format with a file size not exceeding 1 gigabyte and a resolution of not less than 720p. Subtitles in Chinese or English are required.
- The filenames must be in the format of “Competition Category_Participant’s Name” (e.g. 攝影_陳大文 or Photography_Chan Tai Man).
- Participants must submit the enrolment form on or before 30 September 2022 and their entries on or before 21 October 2022. The organiser will not be responsible for any loss, delay or misdelivery relating to entry submission.
- Participants must retain the original files until the announcement of results, i.e. 10 November 2022.
- All entries must be original works. Plagiarism is forbidden. Entries involving plagiarism, or having been published or submitted to another competition will be disqualified. No entries shall infringe any copyright of any third party. Participants shall only use music, images, videos or film clips from a third party in their entries with prior written consent sought from the relevant third parties. Such usage must be acknowledged in the entries in accordance with the relevant copyright laws. The organiser, supporting organisation and planning partner shall not be responsible, whether directly or indirectly, for any liability arising whatsoever or howsoever from any violation of any copyright law. The participants agree and undertake to accept and bear all such liability arising therefrom. For details about the Copyright Ordinance (Cap. 528), please visit www.legislation.gov.hk.
- No entries shall contain any insinuating or libelous content, violence, pornography, abusive language, indecency, obscenity or any offensive language and behaviour. Participants who fail to comply will be disqualified.
- All entry content must be expressed with actual images. Cropping, dust removal, and reasonable adjustment of exposure, colour, contrast and white balance are acceptable. Entries that are computer-generated or have undergone excessive post-processing will not be accepted.
- Upon submission of entries, participants shall be deemed to have agreed to the organiser’s ownership of the entries and have authorised their usage by the organiser. The organiser has the right to modify, translate, adapt, use, duplicate, disseminate and publish all or part of the content of the entries, or display the entries in different formats on other platforms without prior consent of the participants.
- The personal information collected in the competition is for contact, publicity and promotion purposes only. Apart from the above purposes, all information collected will be kept strictly confidential. - The organiser’s decisions on competition arrangements, details and results are final.
