Social Capital Builder (SCB) Awards 2016



1.

Introduction
Social capital is essential for the economic prosperity and sustainable development of a society. It helps build a caring society of mutual trust and solidarity, and enhances mutual support among individuals, families and organisations so that our community can grow from strength to strength.

To accord recognition to individuals, enterprises/organisations which have contributed to the development of social capital in Hong Kong, and to commend outstanding CIIF-funded projects, the Community Investment and Inclusion Fund (CIIF) of the Labour and Welfare Bureau has organised the biennial SCB Awards since 2012. The Awards provide an opportunity for various sectors of the community to witness and share the achievements in building social capital in Hong Kong.

SCB Awards 2016 was successfully concluded. To encourage enterprises/organisations to take part in building social capital in Hong Kong, the eligibility criteria for the SCB Logo Awards was extended to include all locally incorporated enterprises and public/private organisations.

Objectives

  • To encourage enterprises/organisations to fulfill corporate social responsibility (CSR) by promoting social capital.
  • To express appreciation to those individuals, enterprises/organisations and CIIF-funded project grantees who have contributed to the development of social capital in Hong Kong.
  • To promote cross-sectoral collaboration and participation in building social capital in Hong Kong.

Eligibility Criteria
Commercial entities registered with the Certificates of Incorporation, and organisations in public and private sectors, such as government departments, statutory bodies, chambers of commerce, professional bodies, educational bodies, universities or tertiary educational institutions, medical institutions, etc.

Application Process
The three categories of awards are Social Capital Builder Logo Awards, Outstanding Social Capital Partnership Awards and Outstanding Social Capital Project Awards.

I. Social Capital Builder Logo Awards:Open to all registered enterprises/organisations in Hong Kong

    Each participating enterprise/organisation should report achievements in building social capital during 2014-16 and the application will be verified by an independent implementation organisation.
  • CIIF-funded project grantees: Self-nomination.
  • Collaborators of CIIF-funded projects: Nominated by CIIF-funded project grantees or the CIIF Committee.
  • Collaborators of non-CIIF-funded projects: Self-nomination with endorsement by partners.

II. Outstanding Social Capital Partnership Awards:Open to all individuals and enterprises/ organisations which have participated in CIIF-funded projects or promotional activities in 2014-16

  • All eligible individuals, enterprises/organisations must be nominated by CIIF-funded project grantees or the CIIF Committee. Interested individuals, enterprises/organisations should contact respective CIIF-funded project grantees for details or the CIIF Secretariat for enquiries.

II. Outstanding Social Capital Project Awards:Open to all CIIF-funded projects in 2014-16

  • CIIF-funded project grantees can submit self-nominations. Interested grantees should contact the CIIF Secretariat for enquiries.

Awards and Assessment Criteria
The six core social capital dimensions below will be adopted to assess the achievements made by applicants:




Award Assessment Criteria
Social Capital Builder Logo Awards

To recognise and commend enterprises/organisations which practise the spirit of good social capital building. Nominees shall report their achievements in building social capital in Hong Kong during 2014-16.

Outstanding Social Capital Partnership Awards:
  • (a) Outstanding Social Capital Partnership Award (Corporate)
  • (b) Outstanding Social Capital Partnership Award (Individual)

To recognise individuals / enterprises’ excellent performance in promoting social capital and CIIF-funded projects. The individuals / enterprises should have encouraged staff to participate in CIIF-funded projects through the effective use of the expertise and network advantages of individuals/ enterprises, and played a key role in achieving social capital outcomes.

Outstanding Social Capital Project Awards

To recognise outstanding CIIF-funded projects which have achieved satisfactory results in items (a) to (f) below, making sustainable development of the social capital outcomes possible.

(a) Social Networks:Effectively build sustainable cross-sectoral mutual support network of reciprocity, to promote a closely knitted relationship among community groups and organisations of different backgrounds so as to empower the community.
(b) Innovative Strategy:New interventional approaches and models to build social capital to meet the community needs.
(c) Effective Promotion:Effectively promote social capital concept, enhance public awareness and recognition of the development of social capital.
(d) Succession of Knowledge:Utilise the experiences, strategies and models of social capital development for future reference by effectively summarising the key factors of success and verifying the effectiveness of the project.
(e) Mainstream Integration:Further deepen the social capital development by integrating the concepts and strategies of social capital building into mainstream services and/or at corporate cultural level.
(f) Sustainable Development:The social capital outcomes built by the funded projects are sustainable after the expiry of the funding periods.


6.

Assessment Procedures
Assessment will be carried out in two phases:

  • (i) The preliminary assessment will be conducted by the Hong Kong Productivity Council, the implementation organisation of SCB Awards 2016.
  • (ii) Nominations for Social Capital Builder Logo Awards will be submitted to the CIIF Committee for endorsement. For Outstanding Social Capital Partnership Awards and Outstanding Social Capital Project Awards, short-listed individuals / enterprises / organisations / project grantees will be invited to attend an interview to be conducted by the Award Adjudication Panel for final assessment.
