Objective

The CIIF Partners Scheme is established
to help applicant organizations to participate in the Fund
and to promote cross-sectoral cooperation. We hope the Partners
will help to:
|

1. |
extend the network of support for the vision
of the CIIF, |
| |
2. |
demonstrate the "tripartite" partnership and
collaboration between community groups, the Government and
corporate bodies/professionals. |
| |
3. |
contribute advisory or mentoring assistance
to applicants and grantees. |

Roles
and Functions of CIIF Partners |
| |
During the first phase of the Partner Scheme, we have recruited about 50 Partners, who come from a variety of backgrounds, such as social work, management, IT, accountancy, medical, legal and community work. They share the vision of the Fund and possess mentoring, and/or specialist skills, which can benefit the planning and delivery of projects. They would contribute by offering:

mentoring assistance to applicants / grantees, including encouragement and guidance to nurture a project from conception to completion; |

2. |
practical advice / technical assistance as required by and agreed with the applicants / grantees; and/or |
| |
3. |
helping to publicize the Fund and the concepts of social capital.

We expect the nature of assistance provided to applicants
or grantees may take different forms and may evolve over time.
For instance, assistance during the application phase could
be in the form of one-off advice in a specific area (e.g.
financial advice on drawing up a budget) or general advice
on how to turn a good project idea into concrete project proposals.

Code of conduct for partners |
| |
When the CIIF Secretariat receives
requests from applicant groups for assistance from a partner,
the Secretariat will do some initial matching. Then it will
be up to the applicant groups and the partners to work out
if their needs and expectations are a good match. They will
also be responsible for developing an early agreement on
the types of help the partners can offer and the amount
of time commitment etc.
The applicants and the partners have their respective responsibilities.
The Partners have agreed to the following code of conduct
in their relationship with the applicant groups:

Commitment to and make best endeavours to deliver the cause of the CIIF. |

Demonstrate a high standard of integrity, fair play and social responsibility. |
| |
3. |
Not to use the partnership affiliation or information gained for: a) recruiting clients for private practice, or b) for personal gains. |

4. |
Demonstrate respect for a) community ownership of the proposals and ideas, b) personal and business data. |
| |
5. |
Avoid situations of actual or potential conflict of interests. |

Registration Procedures
for partners |
| |
The CIIF is initially set up
for 3 years, and we expect the Partners Scheme will run
throughout the operation of the Fund. The first batch of
Partners was recruited in July and August of 2002. Further
partners will be recruited from time to time. Organization
and individuals with the commitment to develop social capital
in Hong Kong, and have relevant experience and expertise
and who are interested in becoming CIIF Partners, may approach
CIIF Secretariat to express their interest.
Those who have indicated interest will be invited to briefing
and training workshops to enhance our shared understanding
of the Fund, and to prepare the prospective partners for
their role and functions.
Those who wish to confirm their commitment to be a partner
will be invited to complete a registration form.
The appointment of Partners will be subject to approval
by the CIIF Committee. They will then be included in our
list of registered Partners.
